The wonder is in constant need of wheat. Setting up a massive number of support villages makes it easier to get wheat to it in a hurry. Given the distance and the number of reins that folks will be sending, it's a daunting task to attempt to keep your troops fed so far from home. The support villages help to fill in the gaps in wheat shipments.
